Frankham were commissioned to undertake an independent review of strategic documentation relating to the management of metallic underline bridge assets within the UK rail network.
Project Focus
The commission required a structured assessment of National and Regional strategy documents, supporting policy frameworks and associated asset management arrangements.
The purpose was to evaluate the clarity, coherence and evidential basis of the strategic approach presented, with particular regard to long-term sustainability considerations. The work was advisory in nature and focused on strategy and evidence, rather than operational delivery, budget or project execution.
Our Approach
We undertook a structured review of the strategy documents provided, alongside relevant supporting material referenced within them. This included consideration of:
- National policy intent and regional metallic bridge strategies
- Asset condition indices and portfolio reporting arrangements
- Risk-based examination standards and deterioration principles
- Structural assessment philosophy and load capacity frameworks
- Intervention strategy thresholds referenced within policy documents
Where appropriate, we cross-referenced the strategies against relevant standards, research material and historic policy documents cited within the asset management framework, in order to understand the evidential lineage between deterioration mechanisms, engineering controls and strategic positioning.
