Frankham was appointed by the London Borough Hammersmith & Fulham under an NEC Partnering Commission to provide multi-disciplinary services throughout the Decent Homes Programme which runs from 2005 – 2013.
We acted as Lead Consultant on two principal areas in Fulham and Shepherd’s Bush, which have overall anticipated values of £30m and £40m respectively. The Lead Consultant role encompassed roles as Building Surveyor and Contract Administrator and we were additionally appointed to provide Clerk of Works Services. Quantity Surveying services were provided by a separate client appointment.
One of the key challenges to both these projects was the sheer value of work to be accomplished, whilst maintaining the quality of the overall work and the programme within the overall budget.
We considered that the following aspects needed to be closely monitored to achieve the project objectives.
- Well defined brief for each aspect of the project,
- Correct costing for each aspect of the work,
- Monitoring of progress and programme throughout the course of the works,
- Correct contract administration with regard to alterations or variations,
- Close cost monitoring and contract administration during the course of the work,
- Settlement of Final Accounts as soon as possible following practical completion of individual phases.
From appointment we worked with the Client’s professional team to validate the existing stock condition data. With this as our base point, we inspected all properties with the appointed partnering contractors and agreed the scope of works and outline specification for internal and external works. From this, the Contract Sum Proposal was prepared by the Contractor and verified by the appointed Quantity Surveyor with our assistance as required.
In developing the CSP we assisted in full resident participation at strategic and local level including preparation for and attendance at locally held resident’s meetings and surgeries.
During the course of the works we undertook the full contract administration of the project, in conjunction with the Client’s own professional team and Quantity Surveyor. We issued contract documentation as required, monitored the progress and quality of the work and accepted handover of completed units. We monitored any defects reported during the defect liability period and arranged their rectification to approved time standards.
During the course of the works we identified poor performance and deliverance by one of the main contractors. In partnership with the client we established a series of formal, minuted improvement meetings to identify the courses of the poor performance and to establish and monitor remedial measures.
The contractor subsequently went into administration and we worked closely with the Client to procure and manage a replacement contractor.
Although predominately design and build packages, our multi-disciplinary role and capability works frequently required to provide specialist services on such diverse subjects as soil investigation and underpinning, to the removal of Garchey communal waste disposal systems to high-rise blocks.
Given the age of the housing stock, thermal performance was generally poor. Window replacements were undertaken to a number of properties, including high-rise blocks in Shepherds Bush, resulting in reduced heat loss and improved living conditions for residents.
