We are currently looking for a proactive and motivated Health and Safety / PD / CDM Consultant with a minimum 3 years’ experience of working as a Principal Designer under the CDM 2015 Regulations.

Main Job Purpose

To be a member of the Health & Safety and CDM Team, principally involved in the provision of CDM Consultancy Services under the Construction (Design & Management) Regulations 2015 acting in the role of Principal Designer and Adviser to the Client, and Health & Safety Consultancy Services.

Project sectors include but are not limited to: Residential, Healthcare, Local and Central Government, Transport, Commercial and Education.

 


Key Skills and Tasks

Technical

  • To have sufficient breadth of technical knowledge and experience to be able to advise and guide the project team effectively on technical delivery, to assist in the quality assurance of work (and lead this process on delegated projects) and to be credible in the eyes of the client and the team.
  • Ensure project work meets all relevant technical and professional standards on a consistent basis.
  • Be able to understand the technical and design requirements of projects and ensure compliance with the relevant technical, health, safety and environmental standards.
  • Give input and guidance into the technical nature of the work and agree the appropriate approach to be taken to deliver the technical output with the Line Manager.
  • To lead the scoping of client briefs on delegated projects to ensure accuracy, appropriateness and completeness. Ensure the brief is fully understood and confirmed before its acceptance in collaboration with the Line Manager.

Management

  • Control and monitor work to ensure that delegated projects (including that junior members of staff allocated to the project/reporting to you) are delivered within the timescale, cost budget and quality parameters set and agreed with the Line Manager and that time is accurately recorded against projects. Notify the Line Manager of any changes (anticipated or real) at the earliest opportunity.
  • Monitor adherence to use of Project/Design/Change/Client Management processes and procedures to ensure they are being actively adopted by staff across all disciplines and where resolution cannot be achieved at a project level, report non-conformances to Line Manager and Head of Project Management.
  • Control and monitor progress on delegated projects (including those of reports) to ensure delivery timelines and budgets are on track. Lead the Mechanical & Electrical team on delegated projects to resolve issues and manage change control.
  • Control and monitor customer service in a proactive manner to ensure service promises are delivered to customers to achieve high scoring client perception marks and repeat business.
  • Manage client relationship in conjunction with the Line Manager.

Leadership

  • Ensure performance, productivity, quality and innovation of service is maintained and continually improved.
  • Develop and maintain relationships with key customers and influencers to promote the Frankham brand and support growth ambitions.
  • Develop collaborative relationships with team leaders, managers and other team members in the business to deliver the projects to the agreed programme, cost and quality budgets whilst meeting or exceeding the Clients requirements.
  • Have interpersonal, motivational, numerical, analytical, self -organisation, planning and control skills.

Planning

  • To aid the Line Manager and Associate Director in developing and delivering to the Business Plan budgets and targets.
  • Assist the Line Manager to deliver content for PQQs, fee bids Case Studies and other marketing material to ensure new pipeline work is continually secured.
  • To assist in the determination and agreement of the manpower resource needs for delegated projects with the Line Manager, and assisting in the monitoring and control thereof.
  • Support the Line Manager in drawing up training and development plans for staff, for agreement with the Associate Director and assist in reviewing progress of staff against the plan

  • Professional qualification chartered.

Job Content

  • Be experienced in the regulatory role of Principal Designer and the non-regulatory roles of Adviser to the Principal Designer and Adviser to the Client under the CDM Regulations 2015 (CDM 2015).
  • Be able to fulfil all Principal Designer Duty Holder requirements under CDM 2015.
  • Have the skillset required to be able to integrate seamlessly into both our in house CDM and Health and Safety team and all project teams.
  • Have the skillset and ability to be proactive, comfortable and assured in liaising with Designers, Contractors and the Principal Contractor on all matters relating to health and safety in design and construction when working as the Principal Designer on construction projects.
  • Have the skillset and ability to be proactive, comfortable and assured in liaising with Workers, Senior Management and all other interested parties on all matters relating to health and safety when working as a Health and Safety Consultant.
  • Understand the importance of, and be able to apply and communicate, hazard and risk information together with all mitigations in order to eliminate, reduce or control foreseeable risks that may arise during construction.
  • Be able to undertake the role, duties and responsibilities to assist Clients, Principal Designers and Principal Contractors in understanding their regulatory duties and ensuring the design process is compliant to current legislation/ standards/ Regulations and the Client brief.
  • Ability to undertake Health & Safety Site Inspections and produce detailed Reports in accordance with current regulations.
  • Assist and support the CDM and Health and Safety Manager in the continual development and improvement of the groups Health and Safety and CDM Consultancy services, both internally and externally, to aid the growth and turnover of the team and group year on year.
  • Assist and support the CDM and Health and Safety team in contributing to all stages of the tender process – both PQQ / SQ and ITT.
  • Assist and support the team with the maintenance of corporate professional memberships, accreditations and certifications.
  • Assist and support the team with the maintenance of our Certified ISO 45001:2018 Occupational Health and Safety Management System.
  • Assist and support the team in the provision of project financial information.
  • Be able to manage your own projects, work autonomously and be involved in project finance management throughout the duration of all commissions.

Previous Experience

  • Minimum 3 years’ experience of working as a Principal Designer under the CDM 2015 Regulations is essential.
  • Reasonable understanding and good working knowledge of the CDM 2007 regulations is desirable.
  • Demonstrable experience and ability in relevant sectors across the construction industry – particularly the ones Frankham is strong in (detailed in this job specification).
  • Demonstrable experience of undertaking Construction Site Health and Safety Inspections and Advice.

Technical Knowledge and Skill

  • Demonstrable knowledge and experience of CDM 2015.
  • Demonstrable knowledge and experience of Construction Health and Safety Management.
  • Demonstrable knowledge and experience of Occupational Health and Safety Management.
  • Experience of high hazard environments is advantageous, but not essential.
  • Holder of a full, clean driving licence (and owner of a suitable vehicle which will be made available for use at work and which possess the requisite business use insurance).

Educational requirements and professional qualifications

  • Be professionally qualified to either NEBOSH or equivalent standards.
  • As a minimum have successfully completed the NEBOSH National General Certificate in Occupational Safety and Health or the National Certificate in Construction Health and Safety – or attain within 3 months of joining.
  • Hold appropriate professional memberships of, among others; IOSH, APS, CIOB, IIRSM, IRM and, IRSM.
  • As a minimum be a Technician Member of IOSH and an Incorporated Member of the APS – or attain within 3 months of joining.
  • Able to evidence undertaking continuing professional development (CPD) and maintenance of skills.
